Just go read it, interesting stuff.
Lower down in the story read about how fuel oil stored at the Paraguana Refining Complex in Venezuela has been contaminated with rainwater. Bummer dude.

If you look at the chart, you see that according to Chinese statistics, China’s oil and products imports from Venezuela are about 250,000 barrels per day in the typical month. This makes up only about half of the export loss to the US alone since mid-decade. If this oil is not going to the China, the U.S. or other OECD countries, then it is hard to justify Venezuela’s claims that it’s exporting a half million more barrels per day than show it in EIA or IEA statistics which are based on partner and/or tanker tracking data. Of course, we could be underestimating clandestine shipments of jet/kero to Sierra Leone.
Perhaps the Persians and/or Russ will make up the short-fall. I seem to recall they covered a shortage a year or so back.
How will water affect fuel oil in a tank? Are they mixing now?
